I don't think so, the companies are just competing and marketing their products to their customer base. The government and body scanner companies are engaged in a free market transaction, it would be a Bootleggers & Baptist story if another group (lobbying for safer airports, for example) engages the government to use the body scanners or if somehow one company lobbies to have only its machines used at every airport. As it currently is the government wants more security at the airports, buys more body scanning machines and the two companies are competing for market share.
